Text version:
1. Create a new image.
2. Go to Filters>Render>Solid Noise and make X and Y sizes 6.5 EACH and set Detail to 7. (You can also select a seed if you wish)
3. Go to Filters>Distorts>Waves and set Wavelength:50 Amplitude: 25
4. Then go to Filters>Distorts>iWarp and mess around with the move tool (Watch the video to see what I mean)
5. Then go to waves and use the same settings.

I did encounter one issue on your text tut, there is no option in my Gimp 2.6.6 to access Filters>Renders>Solid Noise! Is this an addon that we need to download?

Hm… That’s odd… If it’s any help it’s Filters>Render>Clouds>Solid Noise…
